Nominations sought for National Councillor

ballot_box.jpgBranch Council is seeking nominations for the position of National Councillor.

The National Councillor represents ACTRA Maritimes on the National Council – the body which sets policy for ACTRA nationally.   The term of National Councillor is two years.  The position involves meetings at the National headquarters in Toronto at least twice a year, as well as occasional conference call meetings.  The National Council is responsible for keeping up-to-date on activities and events which occur at National, will be required to participate in committee work and is responsible for reporting to Branch Council and the Maritimes membership.   The National Councillor, once elected, automatically becomes a member of ACTRA Maritimes Branch Council and is therefore required to attend the monthly Council meetings and participate in committee work.

Our current National Councillor is Jamie Bradley.  Jamie has served as such for ten years, during which time he has been National Treasurer and (currently) the National Vice-president.

The Branch Council election procedure follows. To nominate a candidate, the nominator must be a full member in good standing.  The candidate for National Councillor must also be a full member in good standing.  The nomination form must be signed by both the nominator and the nominee.

Nomination sheets must be received at the ACTRA office by end of business day on November 16th.   Following the close of the nomination period,  ballots containing the names of the candidates will be sent out to all full members in good standing. Such ballots to be returned by end of business day, December 17th, at which time they will be counted.  The National Councillor will begin their duties in  January 2008.

Member (and council alternate) Shannon Lynch will serve as returning officer.

RULES AND PROCEDURES FOR ACTRA MARITIMES BRANCH ELECTIONS

1. ACTRA Maritimes shall exercise full autonomy in the governance of all elections  within the Branch’s jurisdiction.

2. When an election becomes necessary for any office (or offices), Branch Council shall appoint a Returning Officer and a Scrutineer.

3. The Returning Officer may be any person the Council deems desirable and appropriate, other than a member of Council or a candidate for election.

4. The Returning Officer shall be responsible for overseeing the election and ensuring that these rules and procedures are adhered to,  in a non-partisan manner.

5. No later than two months prior to the day designated as the last day on which ballots may be received (Election Day), the Returning Officer shall notify every full member in good standing of the vacancy (or vacancies) to be filled, shall call for nominations for those offices, and shall supply a nomination form for that purpose.

6. Any full member in good standing of the Branch may nominate any other full member in good standing and/or be nominated by any other full member in good standing for any vacant position, using the form provided.

7. No later than one month prior to Election Day, the Returning Officer shall notify each full member in good standing of the names of those who have been nominated, the last date upon which ballots may be validly received, and shall supply a ballot for that purpose along with a statement from each candidate. This day shall be known as Nomination Day.

8. On Election Day (the final day upon which ballots may be received), the ballots shall be counted by the Returning Officer and the Scrutineer in the presence of the candidates or their representatives where a request to be present has been made to the Returning Officer.

9. In the event of a tie for any office, the winner shall be decided by the drawing of lots.

10. Between Nomination Day and Election Day, the candidates may communicate with the membership via the Branch’s email address list and/or website on two occasions, at times of their own choosing within week-day business hours.

11. The Returning Officer shall supervise the transmission of the messages mentioned in (10) at the Branch’s office, but may not edit or in any way change the messages, nor comment, favourably or adversely, upon them.

12. No member of ACTRA staff, whether Regional or National, may engage in any way in an election, either on behalf of or against any candidate, or in an intervention of any other kind.

13. The only exception permitted to (12) shall be where a member of staff has been appointed Returning Officer and that person is properly exercising his/her duties as Returning Officer as specifically laid out in these procedures.
